The first step for romancing the Dread Wolf is choosing the right Inquisitor during character creation. While Solas will be fascinated by the other races, he will never fall in love with a non-Elven Inquisitor. He is also completely straight, so unless mods are involved, a Dalish female Inquisitor is the only way to go.

He believes in personal freedom of choice and in Mage rights. He will be most impressed with an Inquisitor who proves herself curious, shrewd, and open-minded, and who helps others. The Inquisitor can flirt with Solas starting in Haven. Below are all dialogue options which relate to building a romance with Solas. Choosing them will result in the highest chance of forming a relationship with him. To access all of these options, you will need to have made dialogue choices that prompt his approval.
